With the view of separation of power and check and balance the city administration is composed of a council, different standing committees, managers and sectoral offices having their own respective power and responsibilities. Such components within the city administration are also intended to achieve the very purposes of decentralization of power and check and balance. The city council is one of the main components of the administration which is composed of members elected by voters of the city, in accordance with the national election laws, in a fair and free election for the period of five years.

The council is entrusted with all the powers of the city administration and authorized to make sure the adequate enforcement of the powers and responsibilities of the city administration. It is expected to conduct its meeting once in three months unless extraordinary meeting is called up on by the speaker of the house or by the requests of one-third of the council members. Unless in exceptional circumstances in camera meeting is necessitated to protect local security, public moral or others rights, the council’s meeting is always required to be open for the public. Alike the practice of any democratic society the decision of the council shall be passed by the majority vote of the quorum and in case of a tie the speaker shall have a casting vote. Moreover, during its meetings the council is expected to exercise among others the following legitimate powers and responsibilities:
    Issue local policies , regulations and guidelines for its implementations
    Elect the city Mayor, speaker and deputy speaker of the council among its members
    
    Establish different committees based upon the need and to follow up their activities
    Approves the city plan and ensure its implementation
    Upon nomination by the Mayor, appoints members of the Mayors committee and the president as well as judges of the city court
